If it is a fair charge that reflects a market hourly rate so you owe them £2.40 for the extra hour you overstayed, pay them. If they are trying to fleece you for £70 for that hour then they are trying it on and the fine won’t be enforced.

I haven’t paid a non Local Authority fine for years.
